Brooklyn Heights is a historic neighborhood with stunning promenade views of Manhattan. Designated November 23, 1965, it was the very first historic district under NYC's brand-new Landmarks Law — the Promenade still frames that same skyline. The Promenade itself is a feat of compromise engineering: a 1,826-foot pedestrian deck cantilevered above two stacked levels of the Brooklyn-Queens Expressway, opened in stages in 1950 and 1951 so the highway could run beneath the bluff without severing the neighborhood from its harbor views.
